These decrepit properties detract from the charm and character of our neighborhoods and from the City of Kingston. It is amazing how one bad property can bring down a whole neighborhood and lower the morale, well-being, and quality of life of the neighbors.
Shame on RUPCO (Kevin O'Connor) and DSS (Roberto Rodriguez) for a lack of oversight on their subsidized housing programs and shelters and for enabling slumlords to profit from their decrepit properties.
Shame on the slumlords for being so irresponsible and negligent in the upkeep and appearance of their properties. It is not fair to those of us property owners who do, and for the tenants who live in substandard conditions.
Shame on tenants who do not keep up their respective living area and play loud music at all hours.
This is not an issue between the HAVES and HAVE-NOTS, nor is it an issue between rich and poor. It is all about us citizens and fellow neighbors respecting one another, making our neighborhoods attractive, safe, and clean places to live and frequent.

Converting Kingston once beutiful residential areas to multi-family/unit dwellings does NOT attract new business. It does NOT attract investors looking to get out of NYC to come to Kingston. Nancy Pelosi talks about the lack of "Adult Supervision" on the financial institutions. The majority of subsidized housing is subjected to the same lack of supervision! Skate Time was approved under the tourism program, not the job creation program. The applicants gave an ESTIMATE of how many jobs the business could create, not a pledge. Anyone attempting to portray this issue in any other light is misinformed, to say the least.
By the way, many, many businesses in Ulster County have missed their public and private performance estimates in the last few years. Why? Because Mr. Hein and the Good Ole Boys who handpicked him have royally screwed up our County's economy.

You are right. But here is the part of this equation that I don't understand. The things that you cite, are against the law. Both building codes (condition of property), maybe some ethics stuff, maybe some public officers law, and I am sure other things but I am not a lawyer. Yet no one brings these to the attention of people that will investigate. I don't know about these fifteen houses or the rent that is collected, but it would seem to me that if these were true, certainly in this atmosphere of ethics you could start an investigation more substantial then posts on a blog. Look what the democrats are trying to do to Bernardo, it is a load of bull and they have no case but they are trying to waste our time at least. So, I have said it before I will say it again. Don't we Americans take pride in our intelegence? People come to our ccuntry from all over the world to take advantage of our superior higher education system. Think of all the inventions and innovation we as a nation can be proud of. So, why are so many Americans, so IGNORANT! Why are we so prone to knee jerk reactions? I would put much of the blame on the media, but even much of the truth about the origins of the current financial crisis has been reported (at least on the news channels). This crisis has NOTHING to do with the so called 'Right Wing" policies. It has very little to do with the last 8 years of the Bush administration.
If people KNEW the truth behind the financial crisis, McCain's numbers would be going up, and Obama would be plummeting. FACT! If people knew the truth, Barney Frank would be out of a job. Chris Dodd would be run out of Washington for misleading us. And Obama would be looking to get back to Community Organizing.

Enter the Clinton Administration effort with Barney Frank, Chris Dodd, and other prominent democrats to pressure banks to increase risky loans, which will be backed by Fannie or Freddi. Banks were REQUIRED to allow these loans, or face Federal fines.
Enter ACORN. Using strong arm tactics to pressure banks to loan to minorities. Not that loaning to minorities is a bad thing, but these minorities could NOT pay back their loans. ACORN pressured banks to make these loans on the SOLE BASIS on race. A form of Financial Affirmative Action. Who was training ACORN 'agents'? OBAMA!
Enter the Bush Administration. Financial experts within his administration realized the dangerous practices going on at Fannie and Freddie. The Bush adminstration was intimidated being labeled as RACISTS because they WANTED to throw minorities out of their homes.
John McCain backed a bill to place more REGULATION on Freddie and Fannie, and the minority DEMOCRAT congress blocked it, using procedural tricks, never allowing it to get a floor vote.
Obama, Frank, Dodd are MAJOR recipients of campaign cash from Freddie and Fannie. Obama topping them ALL on an annual basis.
Everyone was blaming the banks, calling them sharks for taking advantage of people, knowingly giving them unaffordable loans. It was the DEMOCRATS who FORCED the banks to make these loans.

I would expect better, this is not JB’s blog. This is a typical inner city (Kingston) house. I like Mr. Bernardo and hope he wins. I would like him to stick to his issues; like holding the department heads accountable, reviewing how the social services money is being spent (has that report been filed yet?), making the IDA return phone calls and RFP for businesses, and changing the various business incentive programs to a commission based verse wholly publicly funded. I know those issues are not as sexy, but that’s what I want addressed in a County Exec. I don’t care for the good old boy campaign theme.
Regardless, I am also preparing myself for the county’s budget, as they are getting the figures together for all these new government jobs created due the charter. It is going to be a rough year. Can you handle it?
I really wish the issues would be discussed and the politicians would be doing the peoples work. Republicans and Democrats both could care less about the people.
Politics aside, the owner of this slum house should be ashamed. The most important intangible asset a man or woman has is his/her reputation.

Once again, Mike Hein is showing that he is not about change, not about integrity, not about moving this County forward. His statement is steeped in the Good Ole Boys' business-as-usual game of dirty tricks instead of addressing issues.
Just today, the Kingston Freeman published an article in which Mr. Hein defends his complete lack of action to protect Ulster County against jobs poaching by Greene County (in the Colony Liquors matter) by stating that he has neither the "authority" nor the "jurisdiction" to deal with economic development.
"The Ulster County Administrator's Office, by statute, has no involvement in economic development efforts in the county," says Mr. Hein, excusing his failure to provide leadership, to inform the residents of the County of our IDA's ineffectiveness to combat what the Office of the State Comptroller calls "intrastate piracy" and his lack of recognition and utilization of the bully pulpit with which his position provides him. At the same time, he thinks nothing of calling on Ulster County businesspeople - who have, in fact, done nothing wrong - to return IDA money WHICH THEY NEVER RECEIVED.
That's right. Skate Time 209 never received $100,000 in taxpayer money, nor even a single cent. What they got was the ability to build the facility using the IDA's tax exempt certificate (a completely legal move created by the State when it formed the concept of IDAs) in order to save on sales tax during construction, thus allowing them to put that money into marketing, promotions, wages and operating costs.
Skate Time 209 has also had its property taxes rescheduled over a ten year period in such a way that it pays no property taxes for the first three years, then pays progressively more each year. The rescheduling is structured so that at the end of the ten years, the entire ten year property tax total is completely paid up. Not one cent is lost to taxpayers there.
It is indeed ironic that Mr. Hein accuses Mr. Bernardo of not understanding the way in which the County Administrator's Office operates when he - Mr. Hein - apparently has no understanding of the way in which the IDA operates.
The difference here, however, is that while Mr. Bernardo was not looking at the statutory powers of Mr. Hein's office (just at his influence), Mr. Hein is trying to create facts out of thin air to bolster his assertions against Mr. Bernardo.
Let's repeat the basics here: Mr. Bernardo did not receive $100,000 from the IDA, there is nothing to repay, he did not promise to create 20 full time jobs, he did not break any pledges and this entire case is nothing but a desperate ploy to avoid dealing with the fact that Len Bernardo's experience and qualifications far, far outpace those of his opponent.
Notice how Mr. Hein's supporters will dig up any scurious issue they can in order to draw attention away from the qualifications gap between the two candidates?
Don't Ulster County managers have to fill out an ethics statement listing any business dealings they may have, especially those that may be linked somehow to the county? If they do, I have to think copies of those documents can be requested with a Freedom of Information request.
These people have no desire to go and check facts. They have no desire work to find out the truth. They just want to sit behind the keyboard and bitch. Lazy.
One appears to be a slumlord. It's to his advantage for the there to be a lot of low income people looking for Section 8 housing. It looks like this economy and economic development situation suits this candidate just fine. It doesn't affect him at all if the economy of Ulster County is in the crapper because he makes his money off of the taxpayers who pay his tenants rent.
The other candidate owns a business in Ulster County. Everyone is accusing him of not creating enough jobs. EVERY business owner that I know WANTS to create more jobs. To say that Bernardo lied when he said he was going to try to create a certain number of jobs is just ludicrous. It's not the nature of any entrepreneur to lie about jobs, that what their passion is. It's what they WANT to do. Bernardo's business stands to benefit if he can bring more jobs and lower taxes to Ulster County.

I believe Brittany works for the Hudson Valley Area Labor Federation. IDA's are a big issue for labor unions. The unions are pushing for state legislation to require all IDA projects to pay workers prevailing wage. She may not be a Democrat, but she is an operative and foot soldier for them just the same.

Obama, Frank, Dodd are MAJOR recipients of campaign cash from Freddie and Fannie. Obama topping them ALL on an annual basis.

I would expect better, this is not JB’s blog. This is a typical inner city (Kingston) house. I like Mr. Bernardo and hope he wins. I would like him to stick to his issues; like holding the department heads accountable, reviewing how the social services money is being spent (has that report been filed yet?), making the IDA return phone calls and RFP for businesses, and changing the various business incentive programs to a commission based verse wholly publicly funded. I know those issues are not as sexy, but that’s what I want addressed in a County Exec. I don’t care for the good old boy campaign theme.
Regardless, I am also preparing myself for the county’s budget, as they are getting the figures together for all these new government jobs created due the charter. It is going to be a rough year. Can you handle it?
I really wish the issues would be discussed and the politicians would be doing the peoples work. Republicans and Democrats both could care less about the people.
Politics aside, the owner of this slum house should be ashamed. The most important intangible asset a man or woman has is his/her reputation.
Regardless of personal wealth, material possessions, or connections, a man or woman is judged by his/her integrity, candor and personal courage.
The owner of this house (like many slumlords in Kingston) clearly takes no pride in ownership, nor is he/she providing a safe and clean place for tenants to live.
I personally don't care if you are a Democrat or a Republican--just CLEAN UP YOUR PROPERTY! Take some pride in your dwelling! Take pride in your city!

If this landlord does not have the time to take care of his property, or at least pay someone to maintain it, he should not own it--clear and simple!
I would personally be ashamed to have my name and reputation affiliated with such a shoddy, dilapidated property.
This landlord is telling his tenants (regardless of their subsidy) that they are not important or worthy of having a decent, clean place to live.
The tenants in turn will not take care of the property, thus becoming a cyclical problem.
He is also telling the surrounding neighbors that he does not respect them or give a damn about their quality of life.
As I said before, I don't care about politics--this is a serious issue endemic to Kingston and affects us all--Democrat and Republican alike.
We should all speak out against such slumlords and must hold them accountable to their responsibility in providing clean, presentable, and safe housing.

Once again, Mike Hein is showing that he is not about change, not about integrity, not about moving this County forward. His statement is steeped in the Good Ole Boys' business-as-usual game of dirty tricks instead of addressing issues.
Just today, the Kingston Freeman published an article in which Mr. Hein defends his complete lack of action to protect Ulster County against jobs poaching by Greene County (in the Colony Liquors matter) by stating that he has neither the "authority" nor the "jurisdiction" to deal with economic development.
"The Ulster County Administrator's Office, by statute, has no involvement in economic development efforts in the county," says Mr. Hein, excusing his failure to provide leadership, to inform the residents of the County of our IDA's ineffectiveness to combat what the Office of the State Comptroller calls "intrastate piracy" and his lack of recognition and utilization of the bully pulpit with which his position provides him. At the same time, he thinks nothing of calling on Ulster County businesspeople - who have, in fact, done nothing wrong - to return IDA money WHICH THEY NEVER RECEIVED.
That's right. Skate Time 209 never received $100,000 in taxpayer money, nor even a single cent. What they got was the ability to build the facility using the IDA's tax exempt certificate (a completely legal move created by the State when it formed the concept of IDAs) in order to save on sales tax during construction, thus allowing them to put that money into marketing, promotions, wages and operating costs.
Skate Time 209 has also had its property taxes rescheduled over a ten year period in such a way that it pays no property taxes for the first three years, then pays progressively more each year. The rescheduling is structured so that at the end of the ten years, the entire ten year property tax total is completely paid up. Not one cent is lost to taxpayers there.
It is indeed ironic that Mr. Hein accuses Mr. Bernardo of not understanding the way in which the County Administrator's Office operates when he - Mr. Hein - apparently has no understanding of the way in which the IDA operates.
The difference here, however, is that while Mr. Bernardo was not looking at the statutory powers of Mr. Hein's office (just at his influence), Mr. Hein is trying to create facts out of thin air to bolster his assertions against Mr. Bernardo.
Let's repeat the basics here: Mr. Bernardo did not receive $100,000 from the IDA, there is nothing to repay, he did not promise to create 20 full time jobs, he did not break any pledges and this entire case is nothing but a desperate ploy to avoid dealing with the fact that Len Bernardo's experience and qualifications far, far outpace those of his opponent.
Notice how Mr. Hein's supporters will dig up any scurious issue they can in order to draw attention away from the qualifications gap between the two candidates?
Don't Ulster County managers have to fill out an ethics statement listing any business dealings they may have, especially those that may be linked somehow to the county? If they do, I have to think copies of those documents can be requested with a Freedom of Information request.
These people have no desire to go and check facts. They have no desire work to find out the truth. They just want to sit behind the keyboard and bitch. Lazy.

So let's look at our two candidates.
One appears to be a slumlord. It's to his advantage for the there to be a lot of low income people looking for Section 8 housing. It looks like this economy and economic development situation suits this candidate just fine. It doesn't affect him at all if the economy of Ulster County is in the crapper because he makes his money off of the taxpayers who pay his tenants rent.
The other candidate owns a business in Ulster County. Everyone is accusing him of not creating enough jobs. EVERY business owner that I know WANTS to create more jobs. To say that Bernardo lied when he said he was going to try to create a certain number of jobs is just ludicrous. It's not the nature of any entrepreneur to lie about jobs, that what their passion is. It's what they WANT to do. Bernardo's business stands to benefit if he can bring more jobs and lower taxes to Ulster County.
Mike Hein.... not so much so.

Ulster County Business owners get out of bed every day and only get a paycheck, after they have paid their employees and vendors. Many times there is not enough money left over for the owner. Ulster County Business owners have to pay for their own benefits if they can afford them.
People who own rental properties get out of bed every day and struggle to get their non-taxpayer subsidized units filled with tenants and to collect the rent every month.

Focus your attentions on the IDA, not some bogus witch-hunt. I believe Brittany works for the Hudson Valley Area Labor Federation. IDA's are a big issue for labor unions. The unions are pushing for state legislation to require all IDA projects to pay workers prevailing wage. She may not be a Democrat, but she is an operative and foot soldier for them just the same.

To find the purchase price - you need to look at the transfer tax stamps and then work backwards into what the rates were at the time.
