The problem is that the County Administrator, Very Cheaply aquired properties through an inside track ( I assume as mortgage forclosures when he worked at the bank, or as tax forclosures when he worked as deputy county treasurer) and now recieves rent money from the county department of social services for section 8 housing. Isn't there a graffiti law in Kingston that says you have to remove the graffiti within seven days. These are obviously more than 7 days old (leaves are on the trees) and the graffiti is still there. The house is located one block off the bar area in Kingston on Abeel Street in case anyone cares!
This whole idea of how the houses are bought and where the rent comes from, IF illegal should be taken care of by the legal system. The fact that it is not leads me to beleive that the deal is legal.

Landlords that I know who refuse to take housing assistance and screen who they put into their properties, have well kept properties and have little chance of getting screwed. But they are also shunned for being heartless. So either way you can't win.

If your post refers to the brown- skined workers who did a great job to restore the Kirkland Hotel, you should know that the mid-Hudson Valley based general contractor (Precision Contracting) who won the contract in a competitive bid happens to be a minority business enterprise (MBWB) certified by the state of NY. The contract between RUPCO and Precision required that I-9 employment eligibility documentation be kept on file for all workers on the job. These documents were available by inspection by INS.
That said, it seems to me that the only reason you think that the workers were "illegal Mexicans" is your obvious racial bias. I find your racial profiling of blue collar construction workers is offensive.
First, section 8 is a Federal program. Section 8 (vouchers) are giving to those that are eligle. Rupco, City of Kingston and SS do not go out and find these individuals a rental. They go out themselves, find a rental, and than apply their voucher towards the cost of the rental. Any one who owns an apartment house can and do rent to those on Section 8.
