Why do we need a 21 person task force?
Mike Hein’s “Revitalization Plan” for Ulster County
- Expand and Energize Sustainable Economic Development
Create 1,000 well paying “green collar” jobs, dedicate “bed tax” revenues to investment in enhanced tourism and economic development efforts, and work with our farmers to expand their markets and capitalize on organic farming and agri-tourism trends.
- Create at least 1000 new, good-paying “green collar” jobs
Through the continued support of TSEC (the Solar Energy Consortium) and expansion of the solar photovoltaic industry and other alternative energy based industries in the County.- Setting a clear goal is essential for success. Over the past 18 months TSEC has made great progress landing businesses that are committed to producing 500-600 combined “green collar” jobs.
- Continue to collaborate with Congressman Hinchey and TSEC to help position Ulster County as a center for Alternative Energy in the Northeast.
- Expand the “Shovel Ready Program”. Require GEIS (Generic Environmental Impact Studies) to accompany all future shovel ready funding, which will speed the approval process and greatly improve the attractiveness of these sites to potential businesses.
- Stimulate Economic Development
Aggressively work to bring new business opportunities to Ulster County and ensure our existing businesses have the support and workforce necessary to grow.- A state decision split economic development efforts into two regions. Upstate and downstate. Inexplicably, Ulster County was placed in the downstate region, which means we must compete for assistance against Manhattan, Westchester County and other major metropolitan areas. This is not representative of our more rural location and must be corrected.
- Help existing businesses of Ulster County by:
- Promoting expanded high speed wireless availability
- Coordinating with local educator’s to ensure we are aligning our efforts with the workforce needs of local businesses.
- Expanding public transportation. One of the biggest impediments to employment is the ability to physically get to work.
- Increase awareness and use of the (SBDC) Small Business Development Center, which offers MBA consultants to assist with business plans, financing options plus much more. These services are offered absolutely free of charge.
- Enhance Tourism Industry in Ulster County
Pro-active assistance and engagement: dedicating bed tax revenues to tourism related activity; enhancing public transportation for tourists. Creating a “No car required” Ulster County vacation. - Support Ulster County Farmers
Strengthen farmland preservation programs; brand Hudson Valley produce; expand markets; and capitalize on organic farming and agri-tourism trends. - Streamline the County Review and Approval Process
Remove the layers of bureaucracy without sacrificing environmental protection while ensuring the public’s voice will continue to be heard. I will ensure the County Planning, Health and Highway Departments coordinate all efforts to speed this process.

Assist local communities to revitalize their Main Streets, downtowns, and other commercial areas by using planning models to identify the appropriate type and scale of sustainable growth and development with them. Communities throughout the County can develop win-win Smart Growth scenarios that conserve important natural and historic resources while enabling the creation of new businesses and good new jobs.- Make available the assistance and tools of the County Planning department for those municipalities that wish to participate.
- Aggressively use various main street revitalization funding sources.
- Community Development Block Grants
- Division of Housing: Community renewal funding
- Implement a Taxpayer Savings Plan that cuts government spending
- Streamline Government
Consolidate specific county functions; implement a more comprehensive fleet management process and utilize the recently completed system for the inventory, maintenance, and sale of surplus county property. - Invest in Technology
Invest in new technology that boosts efficiency and productivity. This includes installing GPS technology in County vehicles to allow for more efficient scheduling, increased safety, plus reduced mileage, wear and tear and energy use; upgrade the County’s financial software system to allow for centralized accounting functions and more centralized receiving. - Reduce Energy Costs
Implement prioritized efficiency measures identified in a comprehensive energy audit of all County buildings to include renewable energy options; transition portions of the County fleet to hybrid and alternative fuel vehicles. - Shared Municipal Service Programs
Save taxpayer dollars by eliminating costly duplicative services. When Ulster County, City and Town governments work together significant long-term savings can be realized.- Implement findings of an independent study designed to identify key areas for governments to work together and save money.
- Example – MS4 Storm water program: facing the potential of severe fines for non-compliance, a team of 11 municipalities plus Ulster County was coordinated to meet DEC mandates. These efforts saved over $600,000 for the taxpayers of Ulster County.
- This is the future of government; finding more efficient ways to deliver services and eliminate redundancy
- Implement findings of an independent study designed to identify key areas for governments to work together and save money.
Provide relief against sky-rocketing fuel costs, encouraging housing hard-working families can afford, revitalizing our downtowns, and preserving our open space.
Reduce energy costs, streamline government through consolidation of function and investment in technology, expand shared municipal services, and efficiently restructure county-owned properties to allow surplus properties to be sold.
Ulster Tomorrow cost taxpayer money and the time of many volunteers.

Now he has 21 people trying to come up with a plan. What a joke.
Mike isn't even leading the task force. Didn't he campaign with the slogan that he was going to be "leading the way". Sounds more like he's passing the buck than leading the way.
How long before that plan isn't good enough for Mike Hein.
This guy has no clue what to do when it comes to economic development. If he did have a clue, he would do it. We'll give you a hint Mike, it starts with firing Lance Mattison. Mattison has no clue either and has not performed.

Get used to it. Hein was propped up during the entire campaign by people who pushed for the charter and couldn't stand to see Bernardo in charge. He counted on his wiltwyck friends, paid advisers, campaign staff and the legislature to feed him ideas and policy. He just carried them out or outright stole them by taking credit for the work of others. It is only a matter of time before his paper thin veneer is entirely exposed. Still waiting for that original idea from Hein, haven't heard one yet.
Now the other shoe drops. Hein starts appointing friends and family of people like Vic Work who was tossed out by the Legislature for who knows what reason, Alan Lomita and Jeanette Provenzano who both carried Heins coat for the entire campaign. Work, Lomita and Provenzano, there your go. Enjoy your new (?) Executive.
All Fluff Every other county executive makes a plan and executes it. Not Ulster he gets 21 people to take a bullet for him when he fails and and will trake credit if anything gets done
On another subject, How did the legislature manage to cut Hein's tax increase by 10% ? Nice work I must say, but curious. Why didn't Hein see what they did? I think I am going to miss the Legislature being in charge.
What dumb-ass Hein doesn't realize is that Ulster Tomorrow has been adopted by the Legislature as part of its Comprehensive Plan. He can't do any of what he's proposing without the approval of the Legislature. Ulster County doesn't need any more studies--it needs action!!!
Franklin Roosevelt ran World War II with a staff of around 5. Hein needs 21 people to run Economic Development in Ulster County? My prediction--this task force will set back economic development in the county for a long time.

A Personal Note from Mike Hein
Ulster County residents deserve specific, detailed solutions for the real problems our County faces—not more empty promises.

There is nothing new in his plan and much of it is buzz words and fluff. Two of the specific plans have major flaws. First his plan to help farmers capitalize on organic farming trends is about five years too late. From what I read the demand for organic food is at best leveling out and could decline. Then counting on creating "green color" jobs, specifically with TSEC, is overly optimistic. I have a hard time getting excited about businesses that cannot stand on their own and depend on government funding through grants and earmarks.
And he and Hinchey both say that that TSEC has created 70 jobs? That is a gross misrepresentation. The true number is not even 50% of 70.
As one of the 21, I will do my best to help Mike Hein. The Election is over, we have a new county executive; good, bad or in between. There will be plenty of opportunity to speak out against or for Hein's actions. I just question the goal of such pre-mature stabs. We do want a better UC.
Nothing on Auerbach taking the lead in the race for County Comptroller? Some how if this was the other way around, I think Ulster Politcs would be all over it. What happened to we report you decide? I know it's not over yet and either candidate can win but I want an update and analysis from you guys.

I too fail to understand why he abandoned Ulster Tomorrow, why he seems to be abandoning his own revitalization plan and why HE is not leading the new economic development team.
Why is Lance Mattison on the team and not leading it.
I think 8:27 has it right, we were sold a bill of goods with this guy, and he doesn't know what he isdoing.
Ulster Politics should lead a full scale effort to dump King Mario if Quigley loses.
There is no excuse why this guy failed to "lead" the Republican party to at least one victory.
He obviously is not respected by the other players.
As to Auerbach taking the lead, that may not be the worst thing in the world. His association with Blaber is scary but somehow I think he may be angry enough with how Hein threw him under the bus to keep a close watch on him. He may surprise us.

Are you into freedom of speech? Rich Cahill is clearly not into the American way of life and chooses to use his blog as a dictator's forum. If you point out that he is incorrect, he won't print your response...so I thought I'd send the whole thing to you.
It has to do with the City GOP holding a meeting last week to oust Chair Ms. Jacobs.

"Earlier this evening, the Kingston Republican City Committee unanimously voted for a new direction. The election of City Chairman Jean Jacobs has been rescinded. She is no longer City Chairman.
In her place, R. Bruce McLean has been voted Acting Chairman until the election of a permanent Chairman to complete the term. There will be a meeting for that purpose on December 9th.
I cannot report any of the details, as that is prohibited by party rules. The only reason I can report this is that Republicans in the City of Kingston are entitled to know who their committeemen are and who the City Chairman is.
I will not offer my comments on Ms. Jacobs at this time, but I will offer comments about the new Chairman upon his or her election. Before any rumors start, I am not seeking the position.
This is the first step in a rebuilding and reformation of the Republican Party in the City of Kingston. This newly energized committee will soon begin searching for candidates for Aldermen who will help bring fiscal sanity back to city government. I look forward to it.

Let's see what the state has to say with regard to your illegal doings with regard to this issue of the chairwoman. That is why I quit the Republican party YEARS ago. Mr. Cahill, you are lucky no one in the public saw your "scream and dance" a year ago. That was the last meeting I ever attended. You are all little boys trying to act important. In fact, I will be surprised if you post this comment. The Repubs will NEVER get ahead because you are the typical old boys club......so sad for Kingston. GREAT for the Dems. Jim Thompson (may he rest in peace) would never have said such a thing because, prior to Jean's removal, nobody had ever been removed or even threatened with removal in the history of the party.
As for your comments under 4:25, you are completely wrong.
I am not going to discuss details of party business as you have attempted. Committeeman are not supposed to do that. I will say, however, that if you had not stormed out of the meeting, you might have some clue as to what you're talking about.
Also, you did not quit the party a year ago. You are obviously female and none of the female members of the committee have quit during that time. You were in attendance at the November meeting, and, before storming out in protest, were the only person supporting Jean, except Jean herself.
If you choose to post here again, have the courage to identify yourself or I will do it for you.
I can tell you that I knew who were the moment you called me "Richard". You are the only person on the committee who addresses me that way. Everyone else calls me "Rich" or "Rick".
The committee held its November meeting after voting to do so in October. Jean tried to cancel it and she has no authority to do so. Also, I did not call the meeting as you allege. The committee voted for the meeting and Jean tried to cancel it to save her butt. It did not work.
A quorum was present even without the committeeman you are referring to. The vote was UNANIMOUS.
As for the State committee, if they were to rule that the meeting was improper, we'll just remove Jean again in January.
You cannot save her and should stop wasting your breath. Face it, the committee has made it clear in an unanimous vote that they do not want her as Chair.
The removal of Jean was never an attack against you. You have always seen it that way, albeit incorrectly.
Finally, please do not waste my time making allegations that Jean was removed because she is a woman. She was removed for incompetence, not for her gender. To fight for the reinstatement of a chair that has been subject to a UNANIMOUS vote of removal is a fool's folly.
